Email Tax

What are your thoughts on paying per email, similar to postage on a postal mail envelope, or paying taxes on email? Some people believe that this can be a way to help stop spam. I think ideas like this are totally ridiculous and will only hurt the average email user and not slow down the amount of spam being sent to them. Do you have any creative ideas? What if you had an email client that did not allow outgoing links to web sites? What if there were secure email attachments where you had to initiate the request for a file and could not receive one if you did not originally request it?
