OR is it?

It depends where the owner of the domain has pointed the records in their zone file and if those servers support sending & receiving as that domain name.
If ABC has cpanel access, then most likely they can send through their cpanel server, and also most likely they can send email through smtp.isp.com while connected with an internet connected provided by isp.com
