Troubles with Outlook Email images

I have been trying to send an email with a background image using Outlook 2003
but for some reason the image does not display whenever I send it to other email accounts such as gmail, hotmail, yahoo mail, etc. ???????
I was wondering how to get an image to display in an email so that all other email programs will display that image.

I will take any help I can get on Outlook 2003

Most e-mail providers block images from emails by default. I would click the view images/pictures button. The background image is treated as a picture therefor gets restricted until allowed.
