To create a forward in your own home directory you can use a .qmail file which will act similar to the .forward file mechanism in sendmail.
If you are using a virtual domain manager such as vpopmail you can create a .qmail-username file, for example .qmail-bob, to forward e-mail from bob within that virtual domain to another account.
