Can I set up a mail list in outlook.com

I am switching over from Windows Live because it is going to be taken down (I looooved WLM). I could set up a mail list name and add as many email addresses as I wanted to it. When I sent a particular message I would only have to put in the email list name and it would go to everyone in that mail list. Can I do something similar in outlook.com?

In the People section you can create a new group :

How did you do that - everytime I hit NEW it gives me a new message screen.

The 9 little squares in the top left that I highlighted, when you click that you can choose between Mail, People, and some other options. Choose the red People section.
