Do you have a mail server that is sending legitimate e-mail but is often blocked by the Yahoo mail servers?
ISP's and mail server systems administrators can fill out the Yahoo Deferral Form located here.
If you have this problem with Yahoo mail deferrals here is an example log entry that your mail server should be logging:
Remote_host_said:_421_Message_from_(127.0.0.1)_temporarily_deferred__4.16.50.
