Unable to send message to Hotmail address

I received this error message when I sent to Hotmail address.
Please I need to help.

I don't see a reason why Hotmail would be blocking your IP for that reason since both the Sender Score and Blacklist check look good:

The next step is to have your mail server administrator contact Hotmail.

It's a process that will likely take several days and emails back and forth with Hotmail support.
