After some investigation I decided to score TO_NO_BRKTS_DIRECT as 0 points on my outbound SpamAssassin relays.
The latest SpamAssassin is making an assumption that all email will have senders with a real name and the common <>'s , but that's true for 100% of good email.
I added this to my custom rule scores in local.cf:
score TO_NO_BRKTS_DIRECT 0.0
