Not able to send on Hotmail but recieve.

We have Outlook Express for both Hotmail and Sympatico, [same page]
Both have been working well.
Recently cannot SEND from Hotmail but we are recieving text[not sure if rec all messages.] and not rec. attachments. Error symbol comes up
Frequently popup says "not online" [however we are online Sympatico]
All anti virus functioning.
