Locked out of Gmail

I recently got a new phone and a new number. I am now locked out of all my accounts. I went to my older Gmail Chelledog@gmail.com answered all the security questions received a new code to my new email everytime I put in the new code it says we cannot confirm it's you now I'm locked out of the account. I have tried calling Google's automated line. I've tried every Help recovery access on day three and am exhausted. Any help is appreciated.
