Installing Ypops

I downloaded Ypops but do not know how to get it running. I cannot find a .exe file or installation instructions in the set of files that I downloaded. Please help.

I downloaded the ypops files but can't figure out how to actually install them. The instructions say to download and make sure it is running. It doesn't appear to be "running". I just have the set of downloaded files sitting on my desktop. How do I actually install the files to get ypops to run? Is there a .exe file?
