Inaccessible hotmail account

I cannot open my hotmail account. I am asked to enter my credit card details, am asked for Xbox details, which I neither own nor am I interested in. How do I get back my hotmail email account?

Also, please verify that you are reaching a real Microsoft site. It should be green and the domain part ends in live.com
