how to unblock my blocked Hotmail account

Hello,

My Hotmail account was blocked because it was compromised. I have messages going to my friends I did not send. Does anyone know the procedure to unlock it. I already went to the prescriped road that hotmail offers you. I have not had any responses from Hotmail. They do not allow me to use other accounts from Hotmail
