Can an email account be created by Joe for Pete so that its activities and messages from Pete using it can be observed by Joe without Pete knowing it. Has this ever been possible.

Yes, there are a couple ways including Joe having IMAP access to the account giving him the ability to view the inbox and other mail folders including sent-mail, or Joe setting up a copy+forward so that Joe silently gets a copy of all incoming email delivered to an alternate email account.
