To send email you need an email address and either a web based email account or the name of your ISP's outgoing SMTP mail server.
Yes, you can have a contact list, and can send email to that list.
An example outgoing mail server name is mail.cableone.net
Commonly used email programs are Windows Live Mail and Mozilla Thunderbird.
A email free web based email is Gmail.
