Did my hotmail get hacked?

It doesn't sound like you were hacked.
This sounds more like you have the wrong settings on your phone or need a Hotmail application password for use on your phone.
Is the setup on the phone new or it used to work and recently broke?
Do you have 2 step logins enabled on your Hotmail account?
Here are the IMAP settings that should work on your phone and "sync" your mail with your computer if it's using IMAP or outlook.com webmail too.
