Cannot connect to Outlook right now please try again later

Can anyone tell me why I keep getting this message when I am in my Hotmail email account and how to fix it: "We cannot connect to Outlook right now please try again later". If I refresh I get my hotmail back but the same message keeps popping up and freezes my mail until I refresh again.
