I get this message every time I try to send to a verified email address. I can send OK from another hotmail account:

Hi Ken,

According to the error message your IP address 65.54.190.154 is listed on the SpamCop RBL.

This page shows that many IP addresses near yours are also listed - SpamCop.net - Blocking List ( bl.spamcop.net )

To request delisting go here - SpamCop.net - Dispute resolution

This appears to be a Hotmail server that is listed.

You'd need to have Hotmail request a delisting (which isn't likely to happen since Hotmail accounts are often used to spam)

Your best chance of success is convincing the mail admin for the server that's blocking your email to switch from using the SpamCop RBL to something with fewer false positives such as the Spamhaus RBL's.
