If a person sends an email from Starbucks or any other area who has wifi can it be traced back to the sender.

Maybe. Depends on what other information is attempted to be changed and/or concealed besides moving to the starbucks network (not using your home/work ip address) for the email sending.

i kinda understand but if i am in pizza hut or starbuck ( i'm a duncan donuts guy) and am sending it from my xoom will it still have my ip address.

Your identity is never protected. As long as you have an IP address, it can be traced back to your MAC address and sometimes your physical location.

If the anonymous service is willing not to disclose your IP address, then the traceability will end with them. However, they themselves can trace the next step if they wish or are intimidated enough.

IP addresses are only good when they can be traced to something. So if your IP address is not wifi, then typically it can be traced to an address. If your accessing over Wifi, then they will use that IP address to give them the MAC address of your hardware. From that MAC address they will know exactly the hardware you used just like a serial number.

If your hardware lets you change your MAC address, then you can get some measure of anonymity.

If you walk into a starbucks one time, new computer, make a new account with a free mail service, they won't know it's you. If someone goes far enough to match the time to some security camera footage inside and in the parking lot they might figure it out, but not from the sending IP address.

If you are looking at hiding your IP address, you should have a look at this new device called iTwin Connect. It lets you connect securely to networks even if your using a public wifi and you can change your IP to another country if needed.
