If you are receiving outlook error code 0x800ccc0f while accessing emails it means that the incoming server POP3 is down or your settings are incorrect. Check your incoming mail server configuration and verify the settings including port number 110.To increase the mail server timeouts you have to click on Tools, Account Settings, Mail, POP3 account, and then click on Advanced options to increase the server time out. You may also need to repair your PST file.
