Yes, 16 is a TERRIBLE sender score. Many large email services begin blocking connections when you drop down into the 60's
A score of 16 means that your server has a web site that is compromised and sending spam, that one of your email accounts is sending spam, or that someone else you share the server with is sending spam.
Do you have a shared or dedicated outgoing IP address? If it's shared contact the provider and have them shut down the spammer. It will take at least a few days for the sender score to return to normal.
