hotmail account hacked

Dear Sir,
My email account is hacked since more than three weeks, i didnt noticed much but due to that my facebook account is also hacked as it has the same password. that is quite worrisome as it has my personal pictures. i tried to reset my password but hacker has changed my security question as well and i am could access to my account. plz help me in this regard.
