Error Message: Delivery Service Status (Delay) but it never gets there

For years, I had an MSN account that never had a problem. Then, I started having problems with the above error. So, I set up a hotmail account which worked for a couple of months, and now I'm starting to receive the same message on that account. I only send a few emails a day (USUALLY not more than 3-4, although I have sent more but my account is verified) so I can't figure out what's wrong. Is it all the changes Microsoft has made, or is it something else. For the most part I am able to receive messages, although I did get a "bounce" on a reply to an ecard. I'm flummoxed. Any ideas?

Can you post a complete bounce message?

Are you sending through their webmail or using a program on your computer such as Windows Live Mail?
