I had a mail server that ran into this error message recently.

The problem was that although the server had proper matching forward and reverse DNS, the actual domain name used for the DNS did not have any MX records.

I sat on it for a while and eventually decided that it would be best if the domain existed and had working postmaster and abuse accounts.
