Try THIS and choose the option that you think someone else is using your account. See if you can get somewhere doing that.

Good news guys, it looks like Microsoft stepped it up and has done some work, i just went back and tried it again and i was able to send a report. I did go and just make another e-mail adress, but hopefully i get an e-mail with some good news.

hey,
when i try logging into my e-mail, it says "it looks like somebody else may be using your account" and it wont let me access it, it then asks me what account im trying to unblock, i enter it, it asks me to enter a email address to contact, i enter it and it then takes me to the next page with a list of recovery questions, ive answered them all correctly accept there are some questions i cannot answer for example it asks for the names of any folders ive created -- i havnt created any, it asks for the last 4 digits of my credit card -- i dont have a credit card, it asks for other passwords ive used on the account -- ive only used the one password and so on so i just leave these fields blank so when i finish, it tells me the information i have entered is inadequate so i am unable to access my e-mail address, anyone know of any other ways i can get into my email??

I have had the same problems that this person's husband has encountered - I have been on the phone with people but they don't see very helpful - I have done recovery thing too and there are 2 emails they reference that are not mine so I did the 2 step recovery and it never works.... I am getting frustrated because I run a volunteer organization with that email address and I have a lot of personal items saved on my email folders that I urgently need access to..... I am having a hard time getting help with Microsoft..... any insight? If I have to create a new email address fine but I need access to my contacts in the email and some past information and documents.... not sure if that portion can be transferred over but I doubt it,. thank you.

If your Hotmail account has been temporarily blocked and you need to verify it, you can follow these steps:
  1. Open your web browser and go to the Hotmail/Outlook login page.
  2. Enter your Hotmail email address and click on the "Next" button.
  3. On the password entry page, click on the "Forgot my password" link.
  4. You will be redirected to the account recovery page. Choose the verification option that works best for you (e.g., email, phone number, security questions).
  5. If you choose the email verification option, make sure you have access to the alternate email address associated with your Hotmail account. Enter the full email address and click "Send code."
  6. Check your alternate email inbox for the verification code sent by Hotmail/Outlook. If you don't see it in your inbox, check the spam or junk folders as well.
  7. Retrieve the verification code and enter it on the recovery page.
  8. Follow the prompts to create a new password for your Hotmail account.
  9. Once you've successfully reset your password, you should be able to log in to your Hotmail account.
  10. If the temporary block was due to suspicious activity, it's recommended to review your account security settings and enable two-factor authentication for added protection.
If you're unable to verify your Hotmail account through the above steps, it's best to visit the official Microsoft support website or contact their customer support for further assistance.
