Sorry, but the simple answer is that Hotmail does not support read receipts.

It is also worth pointing out that most providers and programs do not support them.

Even if you do have a mail program that requests read receipts it is likely that the receiving mail server or program will ignore the request.

A more advanced trick to find out if an e-mail has been read is to include an image attachment in the message. This worked for a while, but now many providers and mail programs will not display images in an e-mail by default either because this trick has been often abused by spammers.

There is no reliable way to determine if an e-mail that you sent has been read.
