Hotmail account blocked

Hi,
My Hotmail account has been blocked (for security reasons?) and my alternative, verification email has apparently been deactivated. I am unable to access my account and it's vital that I do so.
Can anyone help or tell me how to get my account and information back?

My hotmail account at fitz13@hotmail,com was blocked on 14 Dec and attempts to recover tell me that I have not submitted sufficient information. I have opened a new account and submitted everything short of a DNA sample. I have not charged anything since I purchased my laptop and Office 2010 at Best Buy, Miami last year so there is no credit card info to provide. How do I get to a human being to make sense of this.
