To migrate your contacts from Microsoft Outlook or Outlook Express the first thing you need to do is export your contacts:

Microsoft Outlook:
- Select File, then Import/Export, and select Export.
- Choose Comma Separated Values (Windows) and then select Contacts
- Click Export
- Select File, then Export, and select Address Book
- Select Text File (Comma Separated Values).
- Click Export
- Export the address book from your other webmail provider or email client as a CSV file using the above directions if necessary.
- Login to Gmail.
- Click Contacts in the left navigation on any Gmail page.
- Click Import in the top right portion of the Contacts screen.
- Click the Browse button and select the contacts CSV file.
- Click the Import button.
